Background
Bayside City Council’s Council Plan is a major strategic document that sets the direction and outlines the council’s goals, objectives, strategies, indicators, and services. It’s a vital communication piece for both community engagement and internal planning, and Citizen By Design was proud to win the competitive tender for this high-profile project – continuing a trusted relationship with Bayside City Council that began in 2018.
BRIEF
Bayside City Council needed a complete visual overhaul of its Council Plan to reflect the values and goals of its refreshed 2050 Community Vision, while meeting a broad set of accessibility, legislative, and audience requirements.
Key requirements included:
A clear, engaging design system for a 4-year Council Plan
A focus on showcasing ‘people, place, and environment’
WCAG 2.0 AA–compliant accessible PDF for online publishing
Full adherence to Bayside’s Design Style Guide
Future-proofing the layout for annual updates through to 2029
Three unique design directions were presented, exploring different ways to visualise Bayside’s natural landscape, demographic data, and strategic commitments while remaining brand-aligned and people-focused.
Refinement & Rollout
Following feedback, the chosen concept was refined and extended into a full layout system that could accommodate detailed data, maps, strategy tables, and infographics. Printed copies were delivered using 100% recycled stock, and we developed an accessible, interactive PDF version for the website, adhering to best-practice accessibility standards.
